It is now again enlarged, in this fourth edition, by a chapter on the act of 1897. In preparing these chapters, I have made free use of articles contributed from time to time to the Quarterly yournal of E conomics, the Political Science Quarterly, and the Economic yourml. Other parts of the volume, and more particularly those dealing with the period 1861 - 1883, have been revised and rewritten; and some changes and additions have been made in the tables in the Appendix.
