This puts Colorado in the lowest 20% of states in terms of recycling rate, in the company of states like West Virginia, South Dakota, Mississippi, Alabama, and others. States around the country that are finding recycling rates stagnating are looking at options for next steps in energizing diversion progress. This project is designed to explore the State of Colorado's recycling and diversion situation, including context and performance, compared to a set of other states around the nation. The project makes recommendations in terms of programs, goals, funding mechanisms, and policy.
