They cannot claim to be an exhaus tive discussion of their theme, but they at least ex press an attitude of mind. It may be that they may hearten some of those who, without abating their devotion to the cause of international peace, have been forced by the course of events to see no possibility of attaining that goal until the world is delivered by war from the menace of Ger man imperialisrri. At all events they are a sincere attempt to estimate two of the spiritual forces that underlie social evolution. If I have not dealt at length with the economic and geographical factors of history, it is because I believe that eco nomic determinism fails to account for human progress and makes a sorry showing as a final ex planation of the titanic struggle in which the world is engaged.
