Ross noted that "Much of the budget rhetoric has focused on education. [...] In reality, education has declined as a share of state spending since 1998-99." Ross also noted that estimates of increased spending are inflated, since recent reductions in Vehicle License Fees (VLF) - the so-called "car tax" - show up as an expenditure since the state reimburses counties and cities for the revenues they lose due to lower VLF payments. [...] The increase in General Government expenditures is attributable to the reductions in VLF and the corresponding reimbursement of local governments for revenues lost, as well as an increase in the Senior Citizens Homeowners and Renters Tax Assistance Program. [...] The Governor estimates that the new funding for multifamily housing will assist in the development of 5,200 to 7,200 units. [...] The California Budget Project engages in independent fiscal and policy analysis with the goal of improving public policies affecting the economic and social well-being of low and middle income Californians.
