It also reviews some key information technology tools that could be ready for use in legislatures within the next five years: multimedia, the Internet, biometrics systems, and wireless networks. Possible parliamentary applications of evolving information technology are described, such as real-time access to proceedings. Finally, the paper sets out some issues for parliaments to resolve in exploiting these information tech opportunities: costs, renovation of existing facilities, changes to procedures & practices, and how to deal with people. Appendices include an overview of the use of World Wide Web sites in legislatures and an update on Internet developments.
