[...] Structural changes in the economy, led by the shift from a manufacturing-based economy to one dominated by lower paid service jobs, changes in family composition, the declining value of the minimum wage, and erosion of employment linked benefits all contribute to the growth in the number of California's working poor. [...] Other concerns with the current definition of poverty relevant to a discussion of the status of California's working poor include the failure of the current measure to adjust for variations in the cost of living and changes in work and family patterns. [...] The overwhelming majority -- 95 percent -- of the working poor in California live in metropolitan areas of the state.1 Just 4 percent of the state's working poor live in rural areas, identical to the share of working families overall. [...] This report examines the status of the working poor during 1992 through 1994, a period spanning the end of the recession and beginning of the state's economic recovery.
