Book excerpt: The Kansas legislature has not authorized the department of commerce and housing to impose fees on governmental entities seeking an allocation of the state ceiling applicable to the issuance of qualified private activity bonds, as that term is defined by the internal revenue code of 1986. Absent such statutory authorization, the imposition of such fees exceeds the scope of authority conferred on the department by the legislature.
